EU PRO Packaging EPR Fee Schedule

    Producer responsibility organization fee rates for 11 EU member states, shown per material category with the schedule each rate comes from. Sort any column to compare markets.

    Methodology and sources

    Rates are taken from the PPWR Atlas EU packaging EPR fee tables, confirmed against each national PRO's published 2025 to 2026 schedule, last updated August 8, 2026. Supplementary verification comes from the Complydex PPWR EPR fees and compliance costs guide (March 2026), the Interzero EPR Expert France eco-modulation analysis (February 2026), the EPR Representative France professional packaging barème analysis (June 2026), and the CITEO 2026 tariff schedule via Compliancr.io.

    All figures are base rates before eco-modulation and are reviewed annually by each PRO. Germany's fees are quote based, so the German line is an indicative market range rather than a published tariff. Where a PRO does not publish a rate for a material category, the cell reads "not published" rather than carrying an estimate. Confirm final rates with the relevant PRO before filing.

    What each rate applies to

    Germany

    Germany does not publish a standard compliance fee table. Fees are quote based across competing dual system PROs and depend on material type, volume, contract terms, and recyclability profile, so the €80 to €400 per tonne band is indicative market intelligence rather than a published tariff. Since 12 August 2026 the Packaging Act (VerpackG) has been replaced by the Packaging Law Implementation Act (VerpackDG), which keeps the LUCID register and dual system structure but broadens obligated packaging to B2B formats that were previously exempt. Request quotes directly from dual system operators before budgeting.

    France

    CITEO rates apply to household packaging placed on the French market, charged per tonne by material. The published figures are base rates before eco-modulation: bonuses of up to €1,000 per tonne apply to recyclate from difficult-to-recycle waste streams, with a reduced €550 per tonne rate during the 2026 to 2027 transition, while malus surcharges of up to 100 percent apply to carbon black pigments, non-separable multi-material packaging, and sorting disruptors. Since July 2026 professional and B2B packaging sits in a separate stream with its own eco-organisms and materially lower rates, so a company with both consumer and B2B packaging carries two French obligations.

    Italy

    CONAI charges the Contributo Ambientale CONAI per tonne through material-specific consortia, so the applicable rate depends on which consortium covers the material. The plastics figure is a range rather than a single rate: COREPLA classifies plastic packaging by sortability and recyclability, with easily sorted and recycled formats starting at €87 per tonne and formats that cannot be effectively sorted or recycled reaching €790 per tonne.

    Spain

    Spain splits packaging between Ecoembes for lightweight packaging, plastic, metal, and cartons, and Ecovidrio for glass, so producers usually hold two memberships. A material caveat: the plastics tax on non-reusable plastic packaging (Impuesto sobre Envases de Plástico No Reutilizables) adds €0.45 per kilogram on non-recycled plastic packaging on top of EPR fees, and packaging with 100 percent recycled plastic content is exempt.

    Netherlands

    Verpact operates a single centralized system, and rates apply per tonne of packaging placed on the Dutch market. The plastics rate is unusual in that the same €1,220 per tonne applies to both recyclable and hard-to-recycle formats, so design improvements do not reduce the Dutch fee the way they do in France or Belgium. That rate is nearly double France's €770 per tonne for recyclable plastics.

    Austria

    Austrian obligations run through ARA and competing PROs, with rates charged per tonne by material. Fees sit among the highest in Europe across most categories, and the €800 per tonne EU levy on non-recycled plastic packaging waste is already shaping Austrian fee structures. Rates are set per PRO, so a competing operator may quote differently from the figures shown here.

    Belgium

    Fost Plus covers household packaging under the Green Dot schedule, charged per tonne by material. The caveat worth modeling is the spread within plastics: recyclable rigid plastics are charged €360 per tonne while hard-to-recycle rigid plastics are charged €1,193 per tonne, so recyclability classification drives more than a threefold swing in cost.

    Sweden

    FTI charges per tonne by material for packaging placed on the Swedish market. Rates are consistently the highest or second highest in Europe, most visibly for aluminum at €1,155 per tonne, more than four times the next most expensive major market. No beverage carton rate is published in the verified source, so that line is shown as not published rather than estimated.

    Ireland

    Repak charges per tonne by material and offers among the lowest fees in Western Europe, with aluminum at €9 per tonne. Low headline rates should not be read as a lighter administrative burden: registration, data quality, and reporting obligations are the same as in higher-fee markets. No beverage carton rate is published in the verified source.

    Czech Republic

    EKO-KOM charges per tonne by material for packaging placed on the Czech market. Rates sit in the middle of the European range, with a narrow gap between recyclable and hard-to-recycle rigid plastics (€626 against €675 per tonne), so the financial incentive to redesign for recyclability is weaker here than in Belgium or France.

    Finland

    Rinki charges per tonne by material and sits toward the lower end of the Nordic range, well below neighboring Sweden across every published category. The recyclable to hard-to-recycle plastics gap of €238 against €360 per tonne is modest, so Finnish fees rarely drive packaging redesign decisions on their own.
