How to Evaluate a Packaging Compliance Platform: The Questions That Actually Matter
Most packaging compliance vendor evaluations focus on UI screenshots and AI features. The questions that determine whether a platform actually works are about data model depth, jurisdictional coverage, evidence handling, and rule-change response time. Here is the evaluation framework that separates real platforms from polished marketing.

What vendor evaluations usually get wrong
The typical packaging compliance platform evaluation focuses on demos, dashboards, and AI features. The vendor with the best UI wins the demo. The vendor with the deepest data model often loses, because depth is hard to demo in 30 minutes.
Three months after selection, the producer discovers the platform that demoed well does not handle their actual SKU complexity, does not produce filings in the format their PRO requires, and does not have a defensible rule-update process when the regulator changes the taxonomy.
The questions that determine whether a platform works are not about UI. They are about the underlying data model, the jurisdictional rule layer, evidence handling, and operational accountability.
The questions that actually matter
Data model depth
- Does the platform support component-level data, or only SKU-level? (SKU-only is a deal-breaker for serious filings.)
- Can each component carry multiple effective-dated specifications, with full history?
- Does the data model handle multi-material composites, with sub-material breakdowns sufficient for "predominantly plastic" determinations?
- Are supplier and supplier-site references first-class fields, or attached as documents?
Jurisdictional coverage
- Which jurisdictions does the platform cover today? Get specifics, not categories.
- For each covered jurisdiction, what filing formats does the platform produce? (PRO portal export, regulator filing format, internal management report?)
- How does the platform handle jurisdictional taxonomy mappings? Is the mapping configurable per producer, or hardcoded by the vendor?
- What is the SLA for adding a new jurisdiction or supporting a regulatory change? Is there a published roadmap?
Evidence handling
- How is recycled content evidence stored? As linked documents, structured metadata, or both?
- Does the platform track validity periods on supplier declarations and certifications, with renewal alerts?
- Can the platform produce audit-response packages on demand, or does the producer assemble them externally?
- What is the audit trail capability, who changed what, when, with reason?
Rule-change response
- When a jurisdiction updates a fee schedule, taxonomy, or evidence requirement, how quickly does the platform reflect the change?
- Are rule updates included in the subscription, or charged separately?
- Does the platform retain old rule versions so that prior-period filings can be reproduced?
- Who at the vendor is responsible for tracking regulatory changes? Is there a named regulatory analyst function, or is it crowdsourced from customer feedback?
Integration depth
- What integration patterns are supported for ERP (SAP, Oracle, NetSuite, D365), PLM, and packaging spec systems?
- Are there pre-built extracts, or is every integration custom?
- How is data refresh handled, push, pull, scheduled, event-driven?
- Can the platform handle multiple source systems concurrently for producers with mixed legacy environments?
Reporting and submission
- Does the platform produce filings in the exact format each PRO and regulator requires?
- When a PRO updates its submission format, who handles the update?
- Are reports reproducible, can a prior period's filing be re-generated from the same underlying data and methodology?
- Are submissions automated end-to-end or do they require manual upload?
Operational accountability
- What does the vendor commit to in writing on accuracy, timeliness, and rule updates?
- What is the customer support model? Are there named regulatory analysts, or just generic support?
- How are escalations handled when a filing fails?
- What is the platform's track record on prior audits, has it produced audit-defensible artifacts in real cases?
The vanity questions to weight less
Common evaluation questions that matter less than they appear:
Vanity question 1, UI polish. Compliance platforms are used by power users who optimize for capability over aesthetics. A polished UI on a thin platform is worse than a functional UI on a deep one.
Vanity question 2, AI features. "AI-powered" compliance is often pattern-matching against a regulatory rule base. Without a maintained rule base, AI features are sophistication on top of inadequate data. Ask what the AI does, not whether the platform has it.
Vanity question 3, Number of dashboards. Compliance teams need a small number of decision-relevant views. Twenty dashboards usually means none of them is actually used.
Vanity question 4, Customer logo wall. Logos do not tell you whether the platform handles your specific jurisdictional mix or your specific data complexity. Reference calls are useful; logo walls are not.
Vanity question 5, Generic "automation" claims. Every vendor claims automation. Ask which specific manual tasks are automated and how. Ask what the automation does when source data is incomplete.
Red flags
Specific signals that a platform is shallower than its marketing suggests:
- The demo uses only stock data; the vendor cannot or will not demo against the producer's actual data shape.
- The vendor cannot produce a sample audit response package for a real prior period.
- The vendor cannot describe its rule-update process or name the analyst responsible for jurisdictional updates.
- Pricing is based on user seats rather than data scope, a misaligned model where active use is penalized.
- The contract makes no commitments on accuracy, rule freshness, or filing format support.
- The vendor cannot produce a list of supported PROs and filing formats by jurisdiction.
A practical evaluation process
A workable evaluation framework:
Phase 1: Written response. Send a structured questionnaire covering data model, jurisdictions, evidence, rule handling, and operational commitments. Compare written responses across vendors.
Phase 2: Real-data proof. Provide a small sample of the producer's actual data (anonymized if needed) and ask each finalist to produce a representative filing for a chosen jurisdiction. Compare outputs, not demos.
Phase 3: Audit response simulation. Pose a hypothetical audit request and ask each finalist to walk through the response. The good platforms produce a complete response in minutes; the weak ones describe a process that takes weeks.
Phase 4: Reference calls with similar customers. Ask references about rule-update timing, audit support, and what surprised them in implementation.
Phase 5: Operational alignment. Confirm operating-model fit, which vendors work well with in-house teams, which work with BPOs, which assume PRO-managed setups.
What this means operationally
A six-week evaluation done well is cheaper than a wrong vendor decision discovered six months in. The temptation to compress evaluation under deadline pressure is the source of most disappointing platform selections.
Producers who evaluate well treat the evaluation as a project with named owners, written criteria, real data, and explicit comparison. The producers who evaluate poorly buy on the demo and remediate later.
What to do in 2026
- Define your evaluation criteria before talking to vendors. Write them down. Weight them.
- Insist on real-data proofs, not stock demos.
- Require audit-response simulation as part of evaluation.
- Validate operational fit, the platform has to fit your operating model, not just your data.
