Each has its own producer definition, fee schedule, and reporting calendar, so most multi-state CPGs face overlapping but non-identical obligations.     Producers of single-use packaging and plastic food service ware sold or distributed in California must register with CalRecycle through Circular Action Alliance. "Producer" generally means the brand owner, or the importer if the brand owner has no US presence.
